Encrypted snapshots are region-specific. They cannot be attached directly to instances in another region.To use them cross-region, you must copy the snapshot into the target region and use an appropriate KMS key.Attempting a direct attachment without copying will fail due to encryption key mismatch and regional isolation of the snapshot.This ensures that encrypted data remains secure while allowing flexibility through controlled cross-region snapshot copies.

When you move an encrypted EBS snapshot to another Region, AWS forces a copy + re‑encryption step because KMS keys are Region‑scoped. The resulting volume will attach normally only if the KMS key in the destination Region is usable and grants the instance permission
